Cards are free for Plano residents and residents of the following reciprocal cities: Allen, Frisco*, Garland, McKinney, Richardson, The Colony and Wylie. Residents of all other cities are required to pay $50 for an annual nonresident card.

*Frisco residents have reciprocal privileges with exception of databases, eBooks, eAudio, eMagazines/newspapers and streaming.

• The Internet is a resource that enables PPL to provide the public access to information beyond the confines of its own collection. Currently, it is an unregulated medium and, while it makes available material that is personally, professionally, culturally, and educationally enriching, it also enables the user to access material that may be inaccurate, misleading, offensive, disturbing, and/or illegal. 

• PPL is not a full-service Internet provider. Patrons will not be permitted to load their own software on City provided computers. 

• The City of Plano disclaims any responsibility to monitor for or prevent viruses that may be transmitted electronically. Patrons are advised to take precautions for eliminating viruses or other software corruption. 

• Data that is transmitted on the City of Plano network may be viewed or intercepted by others. The City of Plano cannot be held responsible for any confidential or financial information transmitted over the Internet. Further, the City disclaims any liability for unauthorized security breaches and by connecting to the Internet users acknowledge the risks associated with Internet use. 

• The City of Plano does not promote or condone the use of its computer system for illegal purposes and expressly prohibits the same as well as accessing illegal sites. Further, the City finds there is material on the Internet which, while not obscene, is not appropriate for minors due to explicit sexual descriptions or graphics. The City recognizes that minors may utilize Library resources, including Internet, outside of their caregivers’ presence. The City of Plano, through PPL, has a compelling interest to assist caregivers in protecting the welfare of minors who are vulnerable and unable to make critical decisions in an informed and mature manner, particularly when viewing illegal material on the Internet. To address these concerns all but one computer in each library has filtering devices for the purpose of blocking illegal material for all users including materials that are harmful to minors in accordance with state law.* 

• To utilize the Internet you must possess a Plano library card. 

• Internet filters cannot ensure that obscene and other illegal materials are not available. Due to the changing nature of the Internet, varied user expertise, and other technology, it is still possible to access illegal, obscene, or offensive sites. The City of Plano makes no guarantee that such access will not occur even with the use of filters. The selection of a filtering program is solely within the discretion and judgment of the City. Users must accept responsibility for information displayed or printed during their Internet session. Bypassing security or web filters in place is prohibited. 

• The City of Plano cannot guarantee that access to sites containing adult entertainment, pornography, or illegal activities will be blocked. The City of Plano expressly disclaims any liability or responsibility resulting from the use of its computer system or selection of filtering program. 

• *Illegal materials are those that meet the definition of obscenity and harmful materials to minors as defined by the Texas Penal Code Sections 43.21 and 43.24 as follows. 

• The Texas Penal Code defines obscenity as: 

“Material the average person, applying contemporary community standards, would find that taken as a whole appeals to prurient interest in sex; and depicts or describes patently offensive representation or descriptions of:  

• Ultimate sexual acts, normal or perverted, actual or simulated, including sexual intercourse, sodomy, and sexual bestiality; or, Patently offensive representations or description of masturbation, excretory functions, sadism, masochism, lewd exhibition of the genitals, the male or female genitals in a state of sexual stimulation or arousal, covered male genitals in a discernible turgid state or a device designed and marketed as useful primarily for stimulation of the human genital organs; and, Taken as a while, lacks serious literary, artistic, political and scientific value.” (T.P.C. 43.21) 

• The Texas Penal Code defines material harmful to minors as material whose dominant theme taken as a whole: 

• Appeals to the prurient interest of a minor in sex, nudity, or excretion 

• Is patently offensive to prevailing standards in the adult community as a whole with respect to what is suitable for minors; and, 

• Is utterly without redeeming social value for minors. 

Wireless Internet Access 

• The Policy for public use of City of Plano computers extends to City of Plano wireless access. 

• The City of Plano does not guarantee the availability of wireless service. It is provided on an “as available” basis, without warranties of any kind. 

• City of Plano staff will not assist user connectivity issues or user computer issues of any type. If City staff are contacted for assistance they will verify the current operational state of the wireless network.

Use of Public Computers (6/21/2025) A PPL card in good standing amd acknowledgment of the Internet Policy (205) are required to use a public computer.

• All computers are available on a first-come-first-served basis.

• Altering computer configuration, including hardware and software, is prohibited. Patrons may not load software.

• Bypassing security of web filters in place is prohibited.

• Patrons may temporarily save personal data to the public computer hard drives but are encouraged to save to a personal storage device or cloud account.

• Virus checking software on PPL computers cannot provide protection from all computer viruses. PPL is not responsible for damage to a patron's device nor is it responsible for lost, missing or incorrectly saved data.

• Public catalog computers are intended only for access to the library's catalog to search for materials.

• Computer and printing time ends 5 minutes before closing.

The Digital Creation Space (DCS) at the Plano Public Library (PPL) is a shared public resource, intended to provide patrons with access to digital media technologies and to accommodate individual or group multimedia projects. The Digital Creation Space Policy is established to guide the use and management of this resource. 

• The DCS is intended primarily for personal and small group use of digital media technologies, including Adobe Creative Suite and various audio, video, and graphic design equipment.  

• The card holder using any library facility or resource is fully responsible for any damages based upon actual repair, replacement, or cleaning costs. 

• The Library Code of Conduct applies to the DCS. Noise should be held to a reasonable level as the rooms are not soundproof. 

• A Plano Public Library card in good standing is required to reserve a PPL Digital Creation Space and peripheral equipment. 

• Reservations may be placed by patrons age 13+. Patrons under the age of 13 may use the DCS with a guardian present. 

• The DCS is available for reservation and use during Library hours, from opening until 1 hour before close. 

• The DCS and equipment may be reserved up to 2 weeks in advance using the online reservation system. 

• Reservations are limited to 2 hours per day across all PPL Digital Creation Space locations. 

• Users that have reached the end of their reservation may continue in the space if there is not a subsequent reservation. 

• DCS reservations will be held for 15 minutes after the reservation start time. After 15 minutes the reservation will be cancelled, and the Digital Creation Space and equipment will be released. Cancelled reservations do not count against the reservation limit.  

• Failure to comply with the Library Code of Conduct and the above Policy may result in immediate loss of Digital Creation Space use privileges, and denial of future Digital Creation Space reservations.

Please note Internet access must be enabled to use Digital Creation Space.

Library Code of Conduct Policy (1/2024) 

Plano Public Library is dedicated to providing welcoming and respectful service to the community. The Library Code of Conduct provides expectations for patron behavior to support an environment conducive to library business, including interior, exterior, and virtual spaces. 

The following are prohibited: 

Behavior: 

1. Physical or verbal abuse

2. Use of profanity 

3. Loud, disruptive behavior 

4. Soliciting 

5. Non-service animals 

6. Possession or use of alcohol 

7. Use of tobacco products and vapor products, including e-cigarettes 

8. Illegal acts, including but not limited to: 

   • Theft 

   • Criminal Mischief, including misuse or vandalism to the building, property, equipment, or materials 

   • Sexual Misconduct 

Environment: 

1. Entering the library with hygiene conditions or unsanitary belongings that interfere with the use of the library by other patrons, create a safety or health hazard, deny space to other customers, or block access to or from exits from the building. 

2. Bedrolls or sleeping bags 

3. Storing or leaving personal belongings unattended 

4. Consuming food or beverages in a manner that creates an unclean environment, disrupts other patrons or is harmful to library resources 

Failure to abide by this policy or the library staff’s instruction may result in revocation of library privileges, expulsion from the library, criminal trespass warning or criminal prosecution.
